Is an open cat car seat the same as a carrier?

No. A padded seat or bed may remain open and is not equivalent to a closed travelling container. Compare cat carriers and read the actual construction and fitting instructions before choosing.
Are all the car-travel products crash-tested?

Do not assume that. A stroller with a car mount or a seat with straps may describe a fitting method without providing crash-test evidence. Only rely on certifications expressly supplied for the exact product.
Can a seat cover restrain my cat?

No. The rear-seat cover protects upholstery and is not a substitute for appropriate containment or restraint. Secure the cat separately using equipment intended for that purpose.
Can the storage backpack carry my cat?
